"Mr. Dormady, who offered the most comprehensive testimony opposing the customer survey, testified that the customer survey design, methodology, and administration incorporated various implicit and explicit biases designed to endorse the policy conclusions that AEP Ohio customers support the development of the proposed renewable projects and are willing to pay higher electricity bills in support of renewable generation projects. Mr. Dormady testified that the survey was poorly designed and includes several inherent biases (framing bias, hypothetical bias, social desirability bias, and likely selection bias) to the extent that the survey is unlikely to accurately represent AEP Ohio customers’ true attitudes, preferences, and especially willingness to pay for renewable energy."
